The Position

The Lead Network Planner will perform strategic planning and engineering tasks of considerable technical difficulty that includes analyzing, designing, planning, developing, budgeting, or modifying network equipment and facilities for specific markets/regions. This position is responsible for gathering local market and network information for planning purposes as well as making it available for company use. This position would be responsible for daily and technical guidance and assistance to lower level and peer engineering staff including OSP Planners, Network Planners, Equipment Engineers, Assistant Engineers and administrators. This position would assist the Planning Director and department with project coordination, scheduling and implementation of network related projects and Company guidelines and procedures, and practices. This position would perform cost studies, build estimates/analysis, develop business cases, and review jobs for accuracy and content. Other responsibilities would include supporting product development initiatives, fiber asset evaluation, review and recommendations, understanding future product and network requirements and perform equipment/vendor evaluation and testing, establish company procedures and practices, develop necessary processes and documentation to support the Planning team as well as internal customers/stakeholders, update and maintain necessary company records and systems, meet company and department goals and objectives, develop and maintain KPI's (Key Performance Indicators).

This position will play a strategic role in evaluating the latest technology and selecting the right partners to build the BEST network to provide the BEST service to residential, MDU and small business customers that will establish us as the Premier Fiber Broadband company serving all of our markets. The Senior Network Planner will partner w/ the Marketing team to select the strategic markets that enable us to generate superior financial returns by choosing the areas that have the most attractive cost per home passed that will produce higher penetration numbers. In addition, this person will assist the Marketing, Sales and Business development teams in preparing our responses to RFPs and in preparing our applications to seek any broadband funding mechanisms that may become available.

Duties & Responsibilities:

  • Evaluate Market Opportunities, Monitor Technology Evolution and Issue a Plan of Record that ensures our network is optimized to support a RAPID expansion enabling us to be recognized as the BEST Broadband Company in our markets.
  • Maintian accurate and standardized records using a varitety of resources including but not limited to: ESRI ArcGis systems, Microsoft Excel, Miscrosoft Power Point and Crescentlink.
  • Prioritize capital expenditures, lead project reviews, and release project plans to Engineering to meet commited project dates.
  • Provide guidance to NPO team, contractors, internal stakeholders in the developemnet and documentation of a plan of record that results in an integrated, efficient, reliable and robust network that supports all of our business units.
  • Communicate to stakeholders, in a timely and effective manner, relevant issues and information associated with planned network activity to fulfill customer expectations.
  • Support other department; Marketing, Engineering, Regulatory and Operations in seeking opportunities, developing good business cases, establishing pricing strategies and offering creative solutions.
  • May be required to support Network Operation Center "NOC" in participating in NPO on call rotation by providing assistnace in service restoration during standard and non standard business hours.

Qualifications

  • Education: Bachelor's degree in a technical field and/or equivalent work experience.
  • Experience: Four years engineering experience in either network engineering/planning or OSP engineering/planning. Knowledge of the telecommunications industry practices and standards, of the activities of OSP, network engineering, and technical facility design principles, the principles of engineering economics, the uses, limitations, alternative configurations of OSP and CLEC network facilities.. Must have skill in applying engineering and economic principles while conducting studies and surveys to analyzing a technical system or design into component parts.
  • Key Competencies: Must have skill in defining, evaluating, solving and presenting alternatives to complex engineering problems
